2018 Regional Head Elections Vulnerability Index

The Election Supervisory Board (Bawaslu) of the Republic of Indonesia compiled the Election Vulnerability Index (IKP) for the 2018 Regional Elections (Pilkada) as a tool to detect the level of vulnerability in each region conducting elections. The IKP aims to map potential violations and vulnerabilities to enhance preparedness for the 2018 Simultaneous Regional Elections.

The preparation of the IKP involved various stakeholders, including ministries/agencies, academics, researchers, and election practitioners. The 2018 IKP is measured based on three main dimensions: administration, contestation, and participation. Each of these dimensions includes variables and indicators weighted using the Analytical Hierarchy Process (AHP) method.

In 2018, the Pilkada was held in 171 regions, comprising 17 provinces and 154 regencies/cities. The measurement results indicated that three provinces (Papua, Maluku, and West Kalimantan) had high levels of vulnerability, while the remaining 14 provinces were categorized as having moderate vulnerability. At the regency/city level, six areas were categorized as highly vulnerable, while the majority were at moderate and low vulnerability levels.

The 2018 Pilkada IKP also includes recommendations and prevention strategies aimed at assisting stakeholders in taking anticipatory steps to minimize potential violations and vulnerabilities during the election process.
